no, blame drugs. the drug war isn't the problem, it's the drugs! the drug war is trying to stamp out these problems. if you end the drug war, these kinds of problems would become exponentially more common!! </sarcasm>

I live south of Tijuana Mexico and if you guys think that the blood bath would end just because the US legalizes every drug the kids over in the crackhead club house are doing, I hate to say it, but you're wrong. These guys are industrious and would simply move to other long standing ways of generating money, like kidnapping, extortion, prostitution (which is legal in Tijuana btw), etc.

El Presidente should just let Chapo run the show and the killings would be drastically reduced.
