I think the answer to that is pretty simple; come with facts and figures for the Senate to consider in their decision is welcomed. Nobody is forcing Canada's sovereign hand, just presenting data they've gathered. The Canadian Senate didn't earn the nick name "The Chamber of the Sober Second Thought" for nothing. Also it doesn't benefit America in any way to offer advice against this bill, in fact it does the opposite. Lastly, there are other cases of the U S interfering in Canadian affairs that are far more blood boiling then this positive instance. And one more thing, this wasn't sanction by any U S institution, more then likely they were asked by opposition parties and other firms for this data.
