Harry has always had issues with fine control, meaning he dumps more energy into his evocation spells to make up for it. People seem to think Harry is super-powerful, but the fight scenes might be a whole lot more boring if he always melts everything to slag without a second thought. Because of his role in the upcoming book, we may get to see him tire less easily.

If you're talking about the United States, hollow-point rounds are not illegal (in any state that I'm aware of). In fact, you could get into legal problems using full metal jacket rounds instead of hollow-point for self defense due to the possibility of them going through your intended target and causing harm to someone else. The hollow-point round is designed to impart its full momentum into the threat, delivering the best stopping power and decreased penetration.

When you're walking into a convenience store and notice two men outside in the parking lot eyeing you up as you go inside, then notice them standing near your car waiting for you when you come out, only to notice your openly carried gun and say "Oh shit, it's Barney," and take off, you don't need other people's statistics. Take it as you will, but I'm glad I was open carrying that day.

As for William Kostric, I don't know anything about him or what happened other than what you posted. From just reading it, it seems like he was reasonably and responsibly exercising his rights. In Michigan we have open carry picnics, rallies, etc. where everyone is visibly armed.
