Lower level the trade-offs just wouldn't be worth it. Say you have a Soraka/Cass bot against a Taric/Cait or something. Early levels, the ad carry is going to wreck the ap. If cait hits a Q and a headshot on cass, she's gonna be half health and be zoned the rest of the game. Soraka heals are not enough sustain for an ap bot.

It's just not viable in the current meta unless you're willing to mess with meta. And nobody messes with the meta.

But, you would probably start cloth 5 into wriggles. If you start blue, you probably want to spec Q>E>W>R. Maybe put a couple more points into your E before Q, just for the aoe.

The problem is your bot lane. With trist being in the jungle, you wouldn't be able to have another ad carry, so I don't even know who to put bot. Anybody that's not a ranged carry will get harassed to hard the entire laning phase.
