My main point is that this is an extremely complex cost analysis based on statistics with a pretty wide margin of error. I think that if you were really go and calculate all of the factors, the result would range from the government saving a lot of money to the government losing a lot of money. It sounds like a risky bet.

You don't need a credit card to establish credit. Source: I have never had a credit card and got a car loan due my having good credit.

You just need to have paid bills. I'm pretty sure paying back a student load would count towards establish credit.

The thing is: not all of the people who would have been born would ever need money from one of those entitlement programs, and much less will ever go to prison. At the same time, the government will not be receiving any of the taxes that they would have from all of these potential people.

Changing your electricity provider would require a physical change at your electricity meter. If your apartment building has one shared meter, then only the building's owner could decide to change anything about it.

If you own your apartment and you have a completely separate meter, then you might be able to change your electricity service, depending on which providers are available in your area. Again, this might still be something that only the building owner can decide.
