The article is from 2009, but I just read about these statements and the guy who said them is still the Justice Minister. They are referenced in this article from today's Haaretz:

I think what iamnotfromtexas90 is trying to say is that Israel isn't apartheid if you ignore all the signs of apartheid in Israel. Sort of a circular argument.

Are you aware that SodaStream, an at home soda making machine, is made in the occupied territories at an Israeli settlement? Not many people do because the product is marked as "made in Israel" rather than "made in the occupied territories":

The Basque resistance has citizenship in Spain. Israel denies the Palestinians in the occupied territories citizenship in the Jewish state, even though there are Jewish settlements all throughout the occupied territories.

I hope you are being sarcastic, or else you really don't understand Israel's motives in the occupied territories. There are many stories like this, such as this one:

If there isn't news coverage, then Israel will likely proceed with the demolistion, but if people around the world are informed of what is going on Israel often backs down.

It is even harder for building permits in the occupied territories. The occupied territories is generally under apartheid rules where if you are Jewish you get state subsidized housing, where as if you aren't Jewish you are denied the right to build.
